Making Connections between Policy and Practice
Conor P. Williams
Conor P. Williams is a senior researcher in the Early Education Initiative at New America. He is also the founder of New America's Dual Language Learner National Work Group. His work addresses education equity, dual language learners, and school choice.
Michele Anberg-Espinosa is an instructional Reform Facilitator in the San Francisco United School District. Prior to this she oversaw the district's Dual Language Immersion, Biliteracy and World Language programs PreK-12. Working in one of the initial districts to adopt the Seal of Biliteracy in California, Michele has implemented the Seal over the past three years, establishing language programs with clear targets, ensuring high levels of language learning and facilitating students' obtainment of the Seal.

Step-by-step Registration Instructions
Our new website allows each member to have their very own MABE account!
For this reason (as well as a question regarding dietary restrictions), we ask that each individual register on their own.
FOR PURCHASE ORDER PAYMENTS
- Individual completes registration form (and creates or updates MABE account)
- This will generate a pending registration in participant's name. A copy of the invoice will be sent to participant's email address.
- Participant should forward the pending registration to your supervisor who is in charge of the funds that will be used to pay for his/her registration. The PO from the school/ district must be received by MABE before participant is officially registered. Once MABE receives the school/ district PO, participant will receive a second e-mail notification indicating a change in status from "pending" to "registered."
- Administer, please send PO to: firstname.lastname@example.org or mail to MABE, c/o Carissa Rutkauskas, 171 Mt. Hope Rd., Mansfield Center, CT 06250. Once the purchase order is received, your registered participants will receive an e-mail that indicates a change in their registration status from "pending" to "registered." POs MUST BE RECEIVED AT LEAST 5 DAYS PRIOR TO EVENT.*
If you district is unable to generate a PO before the event, we suggest that you pay via credit card and request reimbursement from your district.
